             abstract = "This study intent to investigate the relation cause and effect of 
                         the wind near the sea surface and the Sea Surface Temperature 
                         (SST) in the Atlantic Tropical Ocean Basin. The results showed 
                         that there is a relation in the characteristics of sea surface 
                         wind anomalies observed in a preceding month, and the SST 
                         anomalies in Atlantic Tropical Ocean observed in a next month. 
                         That is it, when the winds had less (strong) weak than the 
                         climatology, the anomalies of TSM had positives (negatives). This 
                         characteristics was more evident on the configuration in the North 
                         Atlantic Tropical Ocean Basin in the years with occurrence of El 
                         Niņo and the El Niņo associated with the occurrences of Dipole of 
                         TSM on the Tropical Ocean. For the years of La Niņa this 
                         configuration was more evidence from the observed data in January. 
                         Resumo: Este artigo mostra uma an{\'a}lise observacional da 
                         rela{\c{c}}{\~a}o causa-efeito do vento junto a 
                         superf{\'{\i}}cie do Oceano e a Temperatura da 
                         Superf{\'{\i}}cie do Mar (TSM) na Bacia do Oceano Atl{\^a}ntico 
                         Tropical. Os resultados mostraram que h{\'a} uma 
                         rela{\c{c}}{\~a}o nas caracter{\'{\i}}sticas da 
                         configura{\c{c}}{\~a}o de anomalias do vento junto a 
                         superf{\'{\i}}cie do mar, observada em um m{\^e}s anterior, e 
                         das anomalias de TSM na Bacia do Oceano Atl{\^a}ntico Tropical 
                         observadas no m{\^e}s subseq{\"u}ente. Isto {\'e}, quando os 
                         ventos estiveram mais fracos (fortes) que a climatologia as 
                         anomalias de TSM estiveram positivas (negativas). Esta 
                         caracter{\'{\i}}stica foi mais evidente a n{\'{\i}}vel de 
                         configura{\c{c}}{\~a}o na Bacia do Oceano Atl{\^a}ntico 
                         Tropical Norte nos anos de ocorr{\^e}ncia de El Niņo e de El Niņo 
                         associado a ocorr{\^e}ncia do Dipolo de TSM no Atl{\^a}ntico 
                         Tropical, para os anos de La Niņa esta evid{\^e}ncia foi mais 
                         aparente a partir dos dados observados em janeiro.",
